M&E Manager

About the Role:

Gough Recruitment is proud to partner exclusively with a leading developer-owner to recruit an experienced and driven Assistant Operations Manager for One Raffles Place — one of Singapore’s most prestigious Grade A office buildings. This role is perfect for a facilities professional with deep technical expertise and a passion for operational excellence.

Your Role:

You will play a key role in supporting the Operations Manager in overseeing the full spectrum of Mechanical & Electrical (M&E) operations, ensuring the property not only meets but exceeds Grade A office building standards. Your contribution will directly enhance service delivery, sustainability goals, and tenant satisfaction in one of Singapore’s landmark developments.

Key Responsibilities:

Mechanical & Electrical Operations

• Assist in implementing a preventive and predictive maintenance programme for all M&E systems and related infrastructure.
• Manage the administration of maintenance contracts (e.g., FM, BMS/BAS, gensets), including replacement and upgrade works.
• Support preparation of annual OPEX and CAPEX budgets for M&E systems.
• Plan procurement of services, parts, equipment, and contracts.
• Lead inspections and supervise rectification or replacement works.
• Ensure repair and maintenance tasks are completed on time and to specification.
• Supervise outsourced vendors to uphold operational and service standards.
• Support implementation of facilities management programmes and energy efficiency initiatives.
• Ensure timely renewal of all licenses, permits, and contracts.

Tenent Management

• Attend to tenant and public feedback, ensuring timely and effective resolution.
• Enforce compliance with fit-out and reinstatement guidelines for tenants and contractors.
• Coordinate with internal departments and assist with M&E-related checks and schedules.

Who You Are:

• Degree in Engineering, Facilities Management, or a related field
• Proven experience in the maintenance or design of M&E systems in commercial properties.
• Familiar with Singapore's Building and Fire Safety Regulations and local Codes of Practice.
• Knowledge of Green Mark criteria and/or WSH-Bizsafe standards is advantageous.
• Strong leadership, problem-solving, and vendor management skills.
• Effective communicator with the ability to collaborate across departments and teams.
