Job Responsibilities:
Tender Management & Strategy:
- Lead the full tendering process, including planning, coordination, and timely submission
- Develop tailored bid strategies based on project requirements, stakeholder input, and market positioning
- Collaborate with department leads to ensure technical accuracy and consistency across submissions
Commercial Evaluation & Risk Management:
- Identify, assess, and document tender risks and propose mitigation measures
- Prepare competitive pricing strategies and cost estimations; able to review or perform Pile or Load Tests when required
- Ensure all submissions comply with financial guidelines, statutory regulations, and contractual obligations
Market Intelligence:
- Monitor market trends, upcoming projects, and competitor activity to guide tender positioning
- Conduct project opportunity analyses to identify risks and advantages early in the process
Stakeholder Engagement:
- Build and maintain strong working relationships with clients, consultants, partners, and subcontractors
- Participate in client debriefs to gather feedback and improve future submissions
Documentation & Compliance:
- Ensure all tender submissions comply with company policies and regulatory requirements (LTA, BCA, JTC, etc.)
- Oversee accurate compilation of all tender documents, including contracts, clarifications, and records
Continuous Improvement:
- Analyse past tender outcomes to identify patterns, lessons learned, and improvement opportunities
- Recommend enhancements to tender processes and tools to boost efficiency and win rates
Job Requirements:
- Bachelor's Degree in Civil Engineering, Quantity Surveying, Construction Management, or a related discipline.
- Minimum of 5 years relevant experience in tendering, bid management, and estimation within the construction, infrastructure, or geotechnical engineering sectors in Singapore.
- Familiarity with local tendering processes, government procurement practices, and industry standards.
- Proven track record of successfully securing large-scale infrastructure or construction projects.
- Excellent negotiation, analytical, and risk-assessment skills.
- Strong organizational, communication, and leadership abilities
- Proficiency in Microsoft Office suite and relevant tender management software/tools.
